Guidelines for Allocation of Short Codes in 13XX Range
- Fees
1. Rs. 900,000/= (+Tax) for a period of one year and renewable at an annual fee of Rs. 900,000/= (+Tax)
- Eligibility
2. Only Private Sector Organizations* are eligible to apply for allocation of short codes in 13XX range.
* Private Sector organizations shall not include Government or Semi - Government Institutions
- Application
3. Duly completed Application Form should be submitted to the Network Division of Telecommunications Regulatory Commission (TRC) along with necessary supporting documents as specified in the application form.
4. An applicant may propose 5 preferred short codes in this range. TRC is not bound to assign the preferred code. (Preference should be indicated in the application form.)
5. The applications will be processed on first come first serve basis.
6. TRC reserves the exclusive right and authority to change the allocation procedure from time to time.
- Terms & Conditions
1. The assignment of short code shall be on non-exclusive basis and the short code assigned can be withdrawn by the TRC with one month notice to the assignee.
2. The short code assigned cannot be transferred, disposed, leased or assigned and such transfer, disposal, lease or assignment shall be void and the short code so transferred, disposed, leased or assigned shall be withdrawn by TRC and assignment cancelled.

4. The assignee shall furnish necessary information, statement of accounts regarding use of short code, and any other documents which may be requested by the TRC from time to time.
5. If the assignee surrenders the short code to the TRC, TRC shall cancel the assignment and the fees paid to the TRC for that period will not be refunded.
6. If there is any change of information provided in the application, any such change should be informed to TRC immediately.
7. The telephone number provided under Section 3 (b) of the application is not allowed to change until one year from the date of the application.
7. The application for renewal should be submitted 30 days before the expiry of the current period.
8. If the assignee surrenders the short code to the TRC, TRC shall cancel the assignment and the fees paid to the TRC for that period will not be refunded.
9. The short code assigned should be used within three (03) months from the date of assignment.
10. Annual fee paid for a short code will not be refunded in any case.
11. Short code assigned for use can be cancelled and withdrawn by TRC in the event of
- The assignee fails to use it within three (03) months from the date of allocation.
- Annual fee is not paid before the commencement of next period.
- Breach of any terms & conditions set out in this assignment letter
- Any changes made to the National Numbering Plan
- Violation of provisions of the Telecommunications Act No. 25 of 1991 as amended or Rules, Regulations, directives, decisions etc. made thereunder
- Unlawful use
