Japanese Assistance to Strengthen Emergency Communication Capability

The Telecommunications Regulatory Commission of Sri Lanka (TRCSL), with the approval of the Cabinet of Ministers, entered into a Grant Contract with the Government of Japan under the Grant Assistance for Grassroots Human Security Projects (GGP) to establish a nationwide Amateur Radio Emergency Communication Network in Sri Lanka.

The Grant Contract was signed on 24th March 2026 by His Excellency Akio Isomata, Ambassador of Japan to Sri Lanka, representing the Government of Japan and Mr. Waruna Sri Dhanapala, Secretary to the Ministry of Digital Economy Sri Lanka in his capacity as the Chairman of TRCSL and. The signing ceremony was held at the Embassy of Japan in Sri Lanka with the participation of senior officials from both countries.

This grant, valued at approximately USD 181,837 (equivalent to approximately LKR 57 Mn), will facilitate the procurement of professional-grade amateur radio communication equipment, including HF base stations, VHF/UHF transceivers, hand-held radios, and supporting infrastructure. The project aims to establish a resilient and independent communication network to support emergency response operations during natural disasters when conventional telecommunication systems may be disrupted.

This initiative is aligned with the mandate of TRCSL to promote efficient and reliable communication services in the national interest, particularly in support of emergency services. The project will be implemented by TRCSL in collaboration with amateur radio societies and licensed operators, further strengthening national disaster preparedness and response capabilities.

Ambassador Isomata emphasized Japan’s continued commitment to strengthening Sri Lanka’s institutional capacity to respond to natural disasters and align many initiatives for the people of Sri Lanka.

TRCSL expresses its sincere appreciation to the Government and people of Japan for their continued support and cooperation in enhancing Sri Lanka’s communication resilience.
