Mr. Anusha Palpita, Director – General, TRCSL, made this statement during a session held at TRCSL on August 16, 2012 and attended by representatives of Telecom Operators, to demonstrate the working of the second version (Version 2.0) of speed measuring facility which is now available to the public through the TRCSL website.

Mr. Palpita, placed stress on the importance of speed measuring tools and access to such facilities made available in modern high speed broadband development, for subscribers.

Elaborating further he said “Sri Lanka has been able to achieve its preliminary goals in high speed broadband development within time. Speed improvements and the recent drop in prices of broadband access charges are good indications reflecting the success of TRCSL’s regulatory mechanism in its broadband development initiative”.

The TRCSL has correctly recognized the potential of high speed broadband. Speed is one of the key elements in broadband which drives it forward. The TRCSL as the regulator has provided the necessary environment by creating competition in the market in different forms while yet remains within the regulatory framework.

Providing speed measuring facilities to subscribers will not only ensure protection of their rights but it will also stimulate competition among service providers leading to improvement in quality of service and less regulatory intervention.

This QoS improvement will supplement broadband promotion in the country to help realize the IT goals set forth in the ‘Mahinda Chinthanaya’ manifesto of H. E. the President for nation building”, Mr. Palpita concluded.
The latest version of this facility was conceived and developed through extensive research work undertaken by the TRCSL Broadband Monitoring Unit headed by Mr. Sanath Siriwardena.

Mr. S.S. Sahabandu, Commissioner, Mr. U.H.C Priyantha, Deputy Director General, administration, finance and cooperate affairs and Mr. Sanath Siriwardena, Consultant TRCSL, also participated in this event.
